In the 40th year of the Republic of China, this bureau was called the Economic and Construction Section. In the 45th year of the Republic of China, field administration was implemented. In the following year, it was divided into the Economic and Construction Section and the Agriculture, Animal Husbandry and Water Conservancy Section. In the 63rd year of the Republic of China, in order to implement the central government's streamlining policy, the Agriculture, Animal Husbandry and Water Conservancy Section was merged. It was reorganized into four divisions: agriculture and forestry, fishery and animal husbandry, engineering, and industry and commerce. It was terminated in 1982 in conjunction with the war field administration and was reorganized into the Construction Bureau. It was divided into five divisions: agriculture and forestry, fishery and animal husbandry, engineering, industry and commerce, and tourism. It was formulated in 1988. After the Kinmen County Government of Fujian Province amended the Organizational Autonomy Regulations, the three bureaus of construction, public works, and tourism were reorganized.
